Joe Frank, who has served as interim president of St. Joseph Medical Center since March 2020, has been appointed to the additional responsibility of regional president for Lancaster Medical Center on an interim basis.
In his expanded role as interim regional president for St. Joseph and Lancaster Medical Centers, Frank will provide executive–level leadership for Penn State Health’s hospitals in Berks and Lancaster counties, driving operations, growth and coordination across each region. His duties include overseeing the continued development of the new Lancaster Medical Center, its staffing plans, recruitment of the hospital’s leadership team and planning for its clinical services. He will also place significant focus on developing and maintaining strong relationships with local referring physicians in private practice.

Frank took over as interim president at St. Joseph Medical Center following the 2020 retirement of John Morahan. He joined Penn State Health in 2018 as senior vice president of community network development. Prior to joining Penn State Health, Frank held leadership roles in entrepreneurial health care ventures and has served as senior vice president for Surgical Care Affiliates, where he oversaw growth from a single surgery center in Lancaster to 79 facilities in 39 states. He also was CEO of Valley Forge Dental and CEO of the Heart Group, a Lancaster cardiology practice acquired by Lancaster General Health.
